LRCAP: localization starts before the auction

The auction added an industrial variable

MME Normative Ordinance No. 136/2026 structured separate storage tenders, including one tied to localization requirements. Price, capacity and grid connection remain central. The industrial origin of the system now also determines access.

That change brings the production decision forward. The project has to choose which stages will run in Brazil, which suppliers support that choice, and what documentation will exist when the local-content condition is enforced.

The measure sits in the system architecture

The BNDES CFI system organizes accreditation and the substantiation of domestic production. In a BESS, the pack, energy management, software, inverter, thermal management, enclosure, electrical elements and protection form blocks with industrial weight of their own.

Local content has to exist in the product, in the contracts and in the chain's records. The commercial declaration closes that work; it depends on engineering having already chosen components, processes and owners compatible with the methodology.

Four instruments have to fit the same project

The LRCAP contracts capacity availability. The CFI substantiates domestic manufacturing. The PPB sets minimum stages for specific industrial policies. PADIS organizes a route of qualification, incentive and R&D for activities set out in law.

Strategy emerges when one production configuration serves the chosen agendas, with compatible owners, schedules and evidence. Meridian structures that reading before CAPEX and turns scattered requirements into a single decision map.
